MEAL Officer – Monitoring, Evaluation, Accountability & Learning

About the role

The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will lead the design, implementation and continuous improvement of MEAL systems for the ECHO project in Mantapala Refugee Settlement, Zambia. Working closely with program teams, the officer ensures real‑time data collection, rigorous analysis and timely reporting to support adaptive management in a resource‑constrained humanitarian environment.

Key responsibilities

• Develop and operationalise the project MEAL plan, Indicator Tracking Table and ECHO‑aligned reporting frameworks.
• Design context‑appropriate data collection tools for health, nutrition, WASH and cash interventions, integrating gender, protection, accountability and inclusion indicators.
• Support digital data collection using Kobo Toolbox, ODK or CommCare and ensure data quality through monitoring and verification.
• Coordinate baseline surveys, routine monitoring, and end‑line evaluations, analysing results and producing actionable reports.
• Supervise enumerators and field data collectors, providing training and oversight.
• Engage with community leaders, camp management and health facilities to ensure accountability and incorporate feedback.
• Liaise with partner organisations, local authorities and ECHO for reporting and compliance.

Required profile

• Proven experience in monitoring and evaluation within humanitarian or development programmes.
• Ability to travel up to 60 % within the settlement and host communities.
• Strong analytical skills and experience with evidence‑based decision‑making.
• Knowledge of gender, protection, accountability and inclusion considerations in data collection.
• Excellent collaboration skills to work with multidisciplinary teams and external partners.
