MEAL Officer – Monitoring, Evaluation, Accountability & Learning

About the role

The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will design, implement and continuously improve MEAL systems for the ECHO project in Mantapala Refugee Settlement. The role ensures real‑time data collection, rigorous analysis, timely reporting and strong community accountability, supporting evidence‑based decision‑making in a complex humanitarian environment.

Key responsibilities

• Develop and operationalise the project MEAL plan, Indicator Tracking Table and ECHO‑aligned reporting frameworks.
• Design context‑appropriate data collection tools for health, nutrition, WASH and cash interventions.
• Integrate gender, protection, accountability and inclusion indicators into all monitoring activities.
• Support digital data collection using Kobo Toolbox, ODK or CommCare.
• Coordinate baseline surveys, routine monitoring, data quality assurance and supervision of enumerators.
• Collaborate with program teams, community leaders, partner organisations and local authorities to ensure data relevance and accountability.
• Prepare and submit regular reports to ECHO and internal stakeholders.

Required profile

• Proven experience in monitoring and evaluation within humanitarian or development programmes.
• Ability to travel up to 60 % within the settlement and host communities.
• Strong analytical skills and familiarity with MEAL frameworks and indicator tracking.
• Excellent communication and teamwork abilities to work with diverse stakeholders.
