Monitoring, Evaluation, Accountability and Learning Officer (MEAL)

About the role

The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will lead the design, implementation and continuous improvement of MEAL systems for the ECHO project in Mantapala Refugee Settlement. This position ensures real‑time data collection, rigorous analysis, timely reporting and strong community accountability in a complex humanitarian environment.

Key responsibilities

• Develop and operationalize the project MEAL plan, Indicator Tracking Table and ECHO‑aligned reporting frameworks.
• Design context‑appropriate data collection tools for health, nutrition, WASH and cash interventions.
• Integrate gender, protection, accountability and inclusion indicators into all monitoring activities.
• Support digital data collection using Kobo Toolbox, ODK or CommCare.
• Coordinate baseline surveys, monitoring visits and data quality assurance processes.
• Supervise enumerators and field data collectors, ensuring adherence to protocols.
• Collaborate with health, nutrition, WASH, cash & livelihoods teams to enable adaptive management.
• Engage with community leaders, camp management and health facility staff to gather feedback and address complaints.
• Travel up to 60% within the settlement and host communities.

Required profile

• Proven experience designing and implementing MEAL systems in humanitarian settings.
• Ability to travel extensively within the project area.
• Strong understanding of gender, protection and inclusion considerations.
• Experience working with multi‑sectoral teams (health, nutrition, WASH, cash).
