Monitoring, Evaluation & Learning (MEAL) Officer

About the role

The Monitoring, Evaluation & Learning (MEAL) Officer will support ActionAid Zambia’s programme quality, learning and impact evaluation. Reporting to the MEAL Coordinator, the officer will ensure that project planning, implementation, tracking and reporting align with the organisation’s MEAL framework and country strategy.

Key responsibilities

• Consolidate monitoring data across priority areas and report against log‑frame indicators.
• Lead M&E activities for implementing partners, ensuring targets are met.
• Participate in global MEAL meetings and adapt frameworks to the Zambian context.
• Support the development and review of quarterly M&E targets with project teams.
• Operationalise the MEL framework, track progress and produce quarterly, bi‑annual and annual reports.
• Build capacity of partners and staff on programme reporting and indicator use.
• Assist with baseline surveys, formative and summative evaluations.
• Establish and maintain a cloud‑based knowledge‑management system.

Required profile

• Experienced Zambian professional with a background in monitoring, evaluation and learning.
• Strong understanding of results‑based management, ALPS and human‑rights‑based approaches.
• Proven ability to work with NGOs, donors and government partners.
• Excellent analytical and reporting skills.
