Senior MEAL Officer – ECHO Project

About the role

The Senior Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will provide technical leadership for the ECHO‑funded project in Mantapala Refugee Settlement, Zambia. This senior position designs MEAL systems, conducts advanced data analysis, and ensures that evidence drives program adaptation and impact.

Key responsibilities

• Lead the design, implementation and quality assurance of MEAL frameworks in line with ECHO compliance.
• Conduct complex data analyses, generate high‑quality evidence, and produce strategic reports for senior management and donors.
• Mentor and supervise MEAL officers and enumerators, building capacity across the team.
• Provide technical support to the Crisis Modifier mechanism and coordinate high‑level evaluations and learning agendas.
• Collaborate with project coordinators (Health, Nutrition, WASH, Cash & Livelihoods) and ensure MEAL integration into all program components.
• Represent Action Against Hunger in sector MEAL working groups and liaise with UN agencies and partner NGOs on harmonisation.

Required profile

• Minimum 7 years of progressive experience in monitoring, evaluation, accountability and learning within humanitarian or development contexts.
• Proven experience managing MEAL systems for large‑scale refugee or emergency programmes.
• Strong analytical mindset with ability to translate data into actionable recommendations.
• Excellent communication and stakeholder‑engagement skills.
