Senior Regional Transport Policy Expert

About the role
NTU International is seeking a Senior Regional Transport Policy Expert to lead the development and harmonisation of transport policies across the ECOWAS region. The role will support the EU‑funded Technical Assistance project aimed at building sustainable, smart and resilient mobility systems in West Africa.
Key responsibilities
- Support the development, review and harmonisation of regional transport policies, strategies and regulatory frameworks.
- Provide technical advice on transport integration, corridor governance and multimodal connectivity.
- Coordinate policy efforts between ECOWAS institutions, member states, regional organisations and development partners.
- Prepare transport policy studies, strategic analyses, technical reports and policy recommendations.
- Assist in the implementation and monitoring of regional transport strategies, standards and governance frameworks.
- Advise on sector reforms aligned with ECOWAS Vision 2050, AfCFTA and regional integration objectives.
- Facilitate stakeholder consultations, policy dialogue and institutional coordination.
- Integrate climate resilience, inclusion, digitalisation and sustainability into transport policies.
- Deliver workshops, technical meetings and capacity‑building activities.
- Contribute to monitoring, reporting and analytical outputs related to policy initiatives.
Required profile
- Master’s degree in transport planning, public policy, economics, international development, regional integration or a related field.
- Minimum 10 years of professional experience in transport policy, regional integration, infrastructure governance or public policy development.
- Proven experience on transport or regional integration programmes in developing countries, preferably in Sub‑Saharan Africa.
- Experience with international development cooperation and donor‑funded programmes.
- At least 7 years of experience specifically in transport policy development, regional transport governance or infrastructure strategy.
- Demonstrated work with regional integration frameworks, corridor development or transport sector reform.
