Consultant for Zambia National Community Health Strategy (2027-2031)

About the role

UNICEF is seeking an experienced consultant to support the Ministry of Health in finalising the National Community Health Strategy (2027‑2031) and its five‑year costed operational plan. The role is office‑based in Lusaka and will involve close collaboration with government, partners and stakeholders to ensure the strategy is evidence‑based, fully costed and implementable.

Key responsibilities

• Provide strategic, technical and advisory support throughout the design, formulation and development of the NCHS.
• Lead a participatory process with government, cooperating partners and other stakeholders.
• Ensure the strategy is results‑oriented, technically sound and nationally owned.
• Develop and cost the accompanying five‑year operational plan.
• Produce high‑quality government documents and reports.

Required profile

• Master’s degree or higher in Public Health, Community Health, Health Systems, Health Policy or related field.
• Minimum 10 years of progressive experience in health system optimisation, strategy design and costing.
• Proven experience developing health programmes, SOPs and protocols at national level.
• Experience with Zambian health service delivery and community health landscape is an advantage.
• Fluent English with excellent interpersonal and communication skills.
