Consultant – Revise Shock Responsive Social Protection SOPs (Zambia)

About the role

UNICEF is seeking an experienced consultant to lead the revision of Zambia’s Shock Responsive Social Protection (SRSP) Standard Operating Procedures. The role focuses on updating, validating, and finalising SOPs to ensure they provide clear, practical guidance for shock‑responsive cash assistance across all phases of disaster risk management.

Key responsibilities

• Update and finalise the SRSP SOPs, incorporating recommendations from completed DECT evaluations.
• Ensure the SOPs are practical, implementable, and aligned with current policies, legislation, and institutional mandates.
• Make the SOPs applicable across preparedness, early action, and emergency response phases.
• Anchor the procedures within government systems, particularly the Social Cash Transfer delivery architecture.
• Tailor the SOPs for use by national and sub‑national stakeholders involved in shock‑responsive cash assistance.

Required profile

• Advanced university degree (Master’s or higher) in Social Policy, Public Policy, Development Studies, Disaster Risk Management, Social Development, Economics, Public Administration or related field.
• Minimum 7 years of professional experience in social protection, SOP development, or related institutional frameworks.
• Proven experience in disaster risk management, humanitarian cash assistance, or adaptive social protection programmes.
• Demonstrated ability to work collaboratively with government institutions and stakeholders.
• Experience in Sub‑Saharan Africa contexts is preferred.
