About the role
The Regulatory & Public Policy Manager will lead the development and execution of regulatory, public and excise tax policy initiatives for the Zambia market. This strategic position combines technical expertise with project management to deliver sustainable policy outcomes and support ABI’s business objectives.
Key responsibilities
- Manage the public policy and tax optimisation project, coordinating with Zone/BU and Corporate Affairs teams to meet KPI‑based outcomes.
- Oversee the Greater Africa tax optimisation project, including data analysis, reporting and stakeholder alignment.
- Partner with government‑affairs and commercial teams to deliver excise tax optimisation deliverables.
- Lead a direct team that formulates regulatory and public policy positions on alcohol regulation, fiscal differentiation, socio‑economic impact, sustainability, illicit alcohol and fiscal marking.
- Prepare advocacy materials, briefing documents and coordinate interactions with policymakers and regulatory agencies.
- Serve as subject‑matter expert on the Alcohol Levy Act, country alcohol regulations, illicit alcohol and fiscal marking.
- Support educational programmes and develop an illicit‑alcohol framework with pilot interventions.
- Build and maintain relationships with government agencies to enhance ABI’s reputation as a trusted partner.
Required profile
- Deep understanding of regulatory processes and a proven record of successful advocacy campaigns.
- Excellent project‑management abilities and strong relationship‑building skills across all organisational levels.
- Technical knowledge of Zambian regulatory and tax policies (advantageous).
- Ability to influence, negotiate and align diverse business priorities into a coherent strategy.
- Experience managing external partnerships to shape public opinion.
- Effective communication with executive‑level audiences.
- High ethical standards, unquestionable integrity and sound political and business judgment.
- Strong analytical, verbal and written communication skills.
