Zambia National Human Resources for Health Strategic Plan Consultant

About the role

The Ministry of Health of Zambia, with support from Seed Global Health, seeks a qualified local consultant to lead the development, costing, validation and finalisation of the National Human Resources for Health (HRH) Strategic Plan for 2027‑2031. This short‑term contract will provide technical leadership to ensure the plan aligns with universal health coverage goals.

Key responsibilities

• Provide technical leadership for the design and drafting of the HRH Strategic Plan 2027‑2031.
• Conduct costing analyses and develop financial scenarios for plan implementation.
• Validate plan components with the National HRH Technical Working Group and relevant stakeholders.
• Facilitate consultations with government institutions, health sector partners and donors.
• Produce a final, ministry‑approved strategic document ready for implementation.

Required profile

• Proven experience in health workforce planning or strategic planning within the health sector.
• Strong understanding of HRH governance, training, recruitment, deployment and retention.
• Demonstrated ability to work closely with ministries, technical working groups and multi‑sector stakeholders.
• Excellent written and verbal communication skills in English.
