Senior MEAL Officer – Monitoring, Evaluation, Accountability & Learning

About the role

The Senior MEAL Officer will provide expert technical leadership for the ECHO‑funded project in Mantapala Refugee Settlement, ensuring that monitoring, evaluation, accountability and learning systems generate high‑quality evidence and drive adaptive management.

Key responsibilities

• Design and oversee MEAL systems that meet ECHO compliance standards.
• Conduct advanced data analysis and produce strategic reports, evaluations and learning agendas.
• Provide technical support to the Crisis Modifier mechanism.
• Mentor and supervise MEAL Officers and Enumerators, building their capacity.
• Collaborate with project coordinators (Health & Nutrition, WASH, Cash & Livelihoods) and safeguard leads.
• Advise senior management on MEAL strategy, findings and recommendations.
• Represent Action Against Hunger in sector MEAL working groups and coordinate with partner INGOs and UN agencies.

Required profile

• Extensive experience in monitoring, evaluation, accountability and learning within humanitarian or development contexts.
• Proven ability to lead complex evaluations and integrate learning into program adaptation.
• Strong analytical mindset with experience in data‑driven decision making.
• Excellent mentorship and stakeholder‑engagement skills.
