Senior MEAL Officer – ECHO Project, Zambia

About the role

The Senior Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will provide expert technical leadership for the ECHO‑funded project in Mantapala Refugee Settlement. This senior position shapes MEAL systems, drives advanced data analysis, and ensures that evidence informs program adaptation and impact.

Key responsibilities

• Design and oversee MEAL systems that meet ECHO compliance standards.
• Conduct advanced data analysis and produce high‑quality evidence for adaptive management.
• Lead capacity‑building activities for MEAL officers, enumerators, and program staff.
• Provide technical support to the Crisis Modifier mechanism and steer high‑level reporting, evaluations, and learning agendas.
• Mentor and supervise MEAL officers and enumerators.
• Collaborate closely with project managers, sector coordinators (Health & Nutrition, WASH, Cash & Livelihoods) and Accountability & Safeguarding leads.
• Advise senior management on MEAL strategy, findings, and recommendations.
• Engage with ECHO technical monitors, partner INGOs, UN agencies (UNHCR, WFP) and represent Action Against Hunger in sector MEAL working groups.
• Liaise with Mantapala camp management to ensure harmonised MEAL practices.

Required profile

• Extensive experience in monitoring, evaluation, accountability and learning within humanitarian or development programmes.
• Proven ability to design MEAL systems, conduct complex data analysis and lead evaluations.
• Strong background in capacity building and mentorship of MEAL staff.
• Familiarity with ECHO compliance requirements and refugee‑settlement contexts.
• Excellent communication skills for interfacing with donors, partners and senior management.
