Job description
About the role
The Regional Transport HSSE Specialist leads the governance, standardization and HSSE assurance of Puma Energy Africa's transport and third-party contractor operations. The role covers high-exposure risks such as road transport networks, marine and pipeline interfaces, and high-risk on-site suppliers, giving tactical advice to country and regional leaders and advancing transport and contractor safety culture in line with the global HSSE vision and regional strategy.
Key responsibilities
- Design, implement and enforce a unified Road Transport HSSE Management System across all countries, with regional protocols on journey management, route risk assessments, night driving controls, driver fatigue management and IVMS.
- Develop and manage HSSE pre-qualification frameworks for transport companies, engineering contractors and high-risk suppliers, and oversee bridging documents, tender HSSE evaluations and performance reviews.
- Run an annual HSSE audit programme for transporters and key suppliers, and set regional vehicle inspection standards for bulk fuel tankers (roadworthiness, safe-load schemes, bottom-loading compliance).
- Support investigations into fatal or high-potential road traffic accidents and supply chain incidents, and track HSSE KPIs such as rollover rates, IVMS alerts and audit findings.
- Define mandatory HSSE training standards (defensive driving, rollover prevention, dangerous goods handling, HSSE leadership) and host regional supplier HSSE conferences.
- Embed HSSE KPIs, performance standards and SLAs into Master Services Agreements and procurement contracts, and run consequence management frameworks with penalties and rewards.
- Report monthly regional, country and supplier-level HSSE metrics to the Regional Head of HSSE, country managers and commercial and procurement leadership.
Required profile
- Bachelor's degree in Logistics, Supply Chain Management, Transport Economics or Engineering (Mechanical, Civil or Chemical); postgraduate qualification highly desirable.
- Certification in Road Transport Safety Management Systems (ISO 39001) as Lead Auditor or Implementer; Dangerous Goods / ADR certification advantageous.
- 10-12 years of progressive experience in supply chain, logistics or HSSE operations.
- Minimum 6 years in downstream hydrocarbon logistics, bulk fuel storage terminals and retail distribution networks.
- Minimum 5 years managing third-party logistics providers, transport contractors and vendor vetting in a multi-country African context.
- Demonstrated experience embedding HSSE requirements into commercial contracts and supplier management.
- Willingness and ability to travel extensively across Africa.
Required skills
- Knowledge of road transport HSSE regulations, ISO 39001 and ADR/hazmat standards.
- Analytical skills with HSSE management platforms such as Intelex, ChemWatch and IVMS systems.
- Stakeholder engagement and cross-functional influence across multi-country environments.
