Senior MEAL Officer – Monitoring, Evaluation, Accountability & Learning

About the role

The Senior MEAL Officer will provide expert technical leadership for the ECHO project in Mantapala Refugee Settlement, ensuring that monitoring, evaluation, accountability and learning systems generate high‑quality evidence and drive adaptive management.

Key responsibilities

• Design and oversee MEAL systems that meet ECHO compliance standards.
• Conduct advanced data analysis and produce high‑level reports, evaluations and learning agendas.
• Lead capacity‑building activities for MEAL officers, enumerators and programme staff.
• Provide technical support to the Crisis Modifier mechanism.
• Coordinate with project managers, sector coordinators (Health & Nutrition, WASH, Cash & Livelihoods) and accountability & safeguarding leads.
• Represent Action Against Hunger in sector MEAL working groups and liaise with partner INGOs and UN agencies.
• Advise senior management on MEAL strategy, findings and recommendations.

Required profile

• Extensive experience in MEAL within humanitarian or development contexts.
• Proven ability to mentor and supervise MEAL staff and enumerators.
• Strong understanding of ECHO compliance and adaptive management principles.
• Experience leading complex evaluations and integrating learning into programme adaptation.
