Senior MEAL Officer – Monitoring, Evaluation, Accountability & Learning

About the role

The Senior MEAL Officer will provide expert technical leadership for the ECHO‑funded project in Mantapala Refugee Settlement, ensuring that monitoring, evaluation, accountability and learning systems generate high‑quality evidence and drive adaptive management. This senior position bridges data collection and program decision‑making, mentors staff, and leads complex evaluations.

Key responsibilities

• Design and oversee MEAL systems that meet ECHO compliance standards.
• Conduct advanced data analysis and ensure data are used to improve program quality.
• Mentor and supervise MEAL Officers and Enumerators, building their technical capacity.
• Lead high‑level reporting, evaluations, and development of learning agendas.
• Provide technical support to the Crisis Modifier mechanism.
• Collaborate with project coordinators (Health & Nutrition, WASH, Cash & Livelihoods) and ensure MEAL integration across sectors.
• Engage with ECHO technical monitors, partner INGOs, UN agencies and sector MEAL working groups.

Required profile

• Extensive experience in monitoring, evaluation, accountability and learning within humanitarian or development contexts.
• Proven ability to lead system design, data analysis and strategic learning.
• Strong mentorship and supervisory skills for junior MEAL staff.
• Excellent communication skills to advise senior management and external partners.
