Information Systems Officer – Temporary

About the role

The United Nations Conference on Trade and Development (UNCTAD) is seeking a temporary Information Systems Officer to join the ASYCUDA Programme in Lusaka, Zambia. Reporting to the ASYCUDA Regional Coordinator for East and Southern Africa, the incumbent will support national customs services and project teams in the design, development, and maintenance of customs information systems.

Key responsibilities

• Manage feasibility studies, system analysis, design, development and implementation of moderately complex systems.
• Develop detailed technical specifications and user documentation for ASYCUDA applications.
• Provide specialized advice to national customs services, translating user requirements into functional applications.
• Maintain, upgrade, and troubleshoot existing ASYCUDA user systems, ensuring performance and security.
• Develop and maintain proprietary ASYCUDA programs, including integration of multiple system components.
• Organise and conduct unit and integrated testing, supporting user acceptance testing.
• Create customs training materials, operating manuals and deliver system training.
• Develop disaster recovery plans and train responsible personnel.
• Contribute to reports and papers on system requirements and information strategy.
• Guide and potentially supervise junior staff and consultants.

Required profile

• Professional knowledge of information technology and information management, especially in customs and international trade digitalisation.
• Experience with systems analysis, database design and programming for complex applications.
• Strong analytical and problem‑solving abilities.
