Consultant for Policy Brief on COP30 Outcomes & Africa Roadmap to COP31

About the role

The Economic, Social and Cultural Council (ECOSOCC) of the African Union seeks an experienced consultant to produce a concise policy brief that analyses the outcomes of COP30 and outlines an Africa‑centred roadmap for engagement with COP31. The brief will support AU Member States and civil society in strengthening climate policy positioning and advocacy.

Key responsibilities

• Review and synthesize key policy, negotiation and implementation developments from COP30.
• Identify implications for African climate priorities, financing, adaptation, equity and just transition.
• Develop a clear, actionable roadmap guiding African engagement toward COP31.
• Produce a policy brief that enhances visibility of Africa’s climate interests in global governance.
• Coordinate with ECOSOCC officials to ensure alignment with AU climate strategies.

Required profile

• Advanced degree in climate policy, environmental studies, international relations or a related field.
• Proven experience in climate‑related policy analysis, especially within UNFCCC processes.
• Demonstrated ability to produce high‑quality policy documents for governmental or intergovernmental audiences.
• Familiarity with African climate priorities and the AU’s institutional framework.

Required skills

• Understanding of climate finance mechanisms, NDCs and NAPs.
