Senior MEAL Officer – Monitoring, Evaluation, Accountability & Learning

About the role

The Senior MEAL Officer will provide senior technical leadership for the ECHO‑funded project in Mantapala Refugee Settlement, ensuring that monitoring, evaluation, accountability and learning systems generate high‑quality evidence and drive adaptive management.

Key responsibilities

• Design and oversee MEAL systems that meet ECHO compliance standards.
• Conduct advanced data analysis and translate findings into actionable program improvements.
• Lead capacity‑building initiatives for MEAL staff and programme teams.
• Provide technical support to the Crisis Modifier mechanism.
• Manage high‑level reporting, evaluations, and learning agendas.
• Coordinate with partner INGOs, UN agencies and sector MEAL working groups to harmonise approaches.
• Advise senior management on MEAL strategy, findings and recommendations.

Required profile

• Extensive experience in monitoring, evaluation, accountability and learning within humanitarian or development contexts.
• Proven ability to mentor and supervise MEAL officers and enumerators.
• Strong analytical mindset with experience designing and managing complex MEAL systems.
• Familiarity with ECHO compliance requirements and refugee‑settlement environments.
• Excellent communication and stakeholder‑engagement skills.
